Why paper still dominates — and what’s changing
CMRs are governed by the 1956 CMR Convention. The eCMR Protocol, added in 2011, gives electronic consignment notes equal legal standing, and more than 40 countries have now acceded, most recently Serbia in August 2026.
None of that has moved the market. Paper stays familiar despite the fraud risk, the errors and the cost, and most eCMR solutions just trade one problem for another: join the platform, or the document stops working the moment it leaves it.
Regulation is now closing that gap. From 9 July 2027, the EU’s eFTI Regulation requires every member state to accept electronic freight data. Spain has gone further, making its domestic DeCA mandatory from 5 October 2026 and checking it by QR code at the roadside.
The rules are finally catching up to what the technology has been able to do for years.

Enigio's eCMRs are PDFs, so anyone who can read a PDF can read one. Each document also carries structured JSON data, which means any system can parse it automatically without needing an API.
Anyone in the trade flow can send, receive and manage them, on any platform or none. Only the issuer needs an Enigio account. After that, it's free for everyone downstream, for good.
